Mr. Wray is a partner at the firm Legge, Farrow, Kimmitt, McGrath & Brown, L.L.P. in Houston, Texas.  Before joining the firm, Mr. Wray practiced in New York and Louisiana and is admitted to state and federal courts in New York, Louisiana, and Texas as well as the United States Court of Appeals for the Fifth Circuit.

Mr. Wray has worked with operators, service companies, oil spill removal organizations and London underwriters.  His practice areas include marine and energy, commercial litigation, environmental, insurance coverage, and transactional matters. Mr. Wray is part of the Legge Farrow regulatory team and has advised clients on issues involving the Bureau of Safety and Environmental Enforcement and the United States Coast Guard.

Mr. Wray is a graduate of the University of North Carolina at Chapel Hill and received a J.D. from Tulane School of Law where he obtained a Certificate in Environmental Law.  He has authored or co-authored numerous presentation and papers and articles on contractual risk allocation, insurance, regulatory and environmental issues.  His most recent article, Does a Good Deed Go Unpunished? The Availability of Responder Immunity in an Oil Pollution Response," was recently published in the Texas Journal of Oil, Gas, and Energy Law.  Mr. Wray has also been named among the “Who’s Who In Energy.”
